Ontario has changed the eligibility rules for social assistance.
As of August 13, 2026, Ontario has amended the regulations governing Ontario Works (OW) and the Ontario Disability Support Program (ODSP).
Under the new rules, people who are in Canada without legal immigration status, as well as people who are only authorized to stay temporarily—including some individuals with student visas or work permits—are not eligible for these social assistance programs.
